| This paper derives the necessary and sufficient conditions of Condl(A)=‖A‖l‖A+‖l=1, where A ∈Crm×n, rank A = r ≤ min(m,n),l = 1,∞. Moreover when Condl(A) = 1, it gives the structure of matrix and elements of rectangle matrix A, and it points the mistakes of two main theorems in reference [6]. |
